MPEG-5 Part 2 LCEVC Scalable Implementation

A sample demonstrating how to use MPEG-5 Part 2 LCEVC for scalable delivery, where higher resolution representations are generated by applying LCEVC to the corresponding lower resolution versions. This example is a debug test stream, which will show moving squares when the LCEVC enhancement is being decoded and displayed successfully. The player allows switching between the Base and Enhanced Representations.
